In a small mixing bowl, blend all dry ingredients with flavors (except cilantro). Set aside.
In a large saucepan, mix together apple juice concentrate, pineapple juice concentrate, orange juice concentrate, lime juice concentrate, water, chile sauce and fish sauce. Heat on medium heat and slowly whisk in dry ingredients. Simmer covered for 5 minutes, stirring regularly. Remove from heat and place in an ice bath to cool, stirring regularly. Fold in cilantro last to keep color.
