Preheat oven to 400 F. Grease muffin cups, or use paper cups in muffin pan.
In a medium bowl, combine flour, sugar, baking powder, salt and apple powder; mix well. Stir in chocolate chips.
In a small bowl, beat egg; add milk and water and blend well. Add to dry ingredients. Stir just until moistened.
Bake 18 minutes or until golden brown. Cool 1 minute. Serve warm.
Makes 1 dozen muffins.
